For the successful implementation of an EU-funded project with the objective of implementing a common European data space for mobility in 9 cities and regions across Europe, we are looking for a

(Senior) Strategic Project Manager (m/f/d)

at one of our two office locations in Germany (Munich or Berlin), ideally with experience working on urban mobility, data or IT projects at European level.


As a key member of the project team, you will help coordinate and implement a 3-year EU-funded project (November 2023 – October 2026) supporting the establishment of the European data space for mobility. The project aims to develop open-source digital infrastructure and data governance mechanisms across nine European cities and regions, addressing barriers to data access and sharing and supporting the implementation of local use cases related to multimodal mobility and urban traffic management. Your primary focus will be on leading efforts to shape the strategic direction of the project, alignment across diverse project activities, harmonisation and peer-learning, and fostering stakeholder engagement to ensure impactful and tangible results for the project.

Key responsibilities include:

  • Designing and facilitating activities with representatives of local pilots in the project to promote peer-learning, support harmonisation of technical standards, and advance common data governance practices.
  • Overseeing qualitative and quantitative assessments to evaluate key performance indicators (KPIs) across cities and regions, monitor project progress, and ensure effective implementation (monitoring & evaluation).
  • Contributing to project deliverables and providing guidance to various project activities such as technical infrastructure and testing, data governance, legal analysis and tool development.
  • Leading and moderating strategic project meetings, workshops, and events (virtual and in-person) using innovative collaboration tools. This includes managing and optimising complex processes to define common approaches and achieve tangible results.
  • Building and maintaining relationships with internal and external stakeholders, including regular communication with the European Commission.
  • Conducting project-related analysis and representing the project at external events throughout Europe, with regular travel required.

Please note that project activities are diverse and tasks are somewhat flexible. Depending on your expertise and motivation to develop specific skills, you will have the opportunity to make meaningful contributions in various areas, such as common technical infrastructure, cross-border governance, standardisation processes, or legal support, etc.


Key competencies required:

  • Degree (Master's or comparable) or PhD in a related field, including political science, urban planning, computer science, information systems, (business) engineering or law.
  • Ideally at least 2-3 years of professional experience in a comparable position, e.g. project management, management consultancy, ideally for the public sector.
  • Knowledge of EU funding programmes (Digital Europe, Horizon Europe, etc.) and experience with managing EU projects is a plus.
  • Solid knowledge and interest in data and digital transformation, ideally in the context of smart and sustainable cities and/or smart mobility.
  • Strong interpersonal and communication skills as well as experience with handling complex, multi-stakeholder initiatives.
  • Critical thinking and strong analytical skills.
  • Strong attention to detail and quality management experience as well as a proactive and results-driven approach to project management.
  • Proficiency in English (C2) and German (C2).

The selected candidates will start as soon as possible on a full-time basis (39h/week), based in one of our offices in Munich or Berlin, with a possibility to work remotely. The position is initially limited to the project period (until end of October 2026) with the possibility of renewal and involvement in follow-up activities.
