Public Affairs Manager (m/f/x)

​The position is initially limited for 2-years with the possibility of permanent employment and is to be filled Full-Time.


  • Network Development and Management: Build and maintain strong relationships with key stakeholders in politics, public administration, and civil society at all levels of the German government and the European Union
  • Digital Policy Trend Analysis: Identify emerging trends and potential partners in the field of digital policy
  • Policy Research and Development: Conduct in-depth research on digital policy topics and contribute to the development of policy papers
  • Stakeholder Management: Drive effective communication and collaboration with political and civil society actors
  • Political Advocacy: Participate in political communication activities and committee work to advance digital policy initiatives
  • Cross-group Coordination: Foster strong working relationships with all HPI departments and chairs
  • Partner Management: Provide comprehensive support, coordination, monitoring, and evaluation of partner management activities
  • Event Planning and Execution: Strategically plan, design, and implement high-impact events related to digital policy


  • Successful completion of MSc or PhD with practical experience
  • A solid understanding of computer science concepts and a strong desire to learn
  • A deep knowledge of political structures and key players at the EU, and German federal, and German state level
  • Excellent communication and negotiation skills, coupled with a solution-oriented, structured, independent, and flexible approach to work
  • A proven ability to build and maintain strong personal relationships with external partners
  • A willingness to travel regularly for business
  • Proficiency in common office software (Office systems, Adobe, MS Teams, etc.)
  • Fluency in written and spoken German and English
