Job Summary The Chief Investment Officer is elected by the Institute's Board of Trustees based on a recommendation from Caltech's President. Reporting to the President, the incumbent serves as the chief investment officer for the Institute. Specific responsibilities (as stated in the Institute's bylaws) include: Be responsible to the President and the Investment Committee; Be the chief investment officer of the Institute and as such shall have the standing, powers, rights, privileges and responsibilities of a Vice President; Be responsible for executing the Institute's short-term and long-term plans to achieve optimal investment results; Be responsible for administrative support and coordination of Investment Committee actions, life income agreement assets, and beneficial interests in trusts and estates; Carry out transactions relating to securities and other investment properties under the oversight of the Investment Committee. The Chief Investment Officer may be assigned other responsibilities and duties from time to time by the President or the Investment Committee. Essential Job Duties Serve as a standing attendee of the Investment Committee of the Board of Trustees, and other committees of the Board as appropriate. Formulate and recommend for Investment Committee review and trustee approval overall investment policies, asset allocations, and investment strategies. Ensure that the endowment and life income investment portfolios meet the overall investment goals of the Institute and the life income beneficiaries with a prudent level of risk and returns that exceed those achieved by relevant benchmarks. Ensure that the Institute has the appropriate organization, governance, and investment infrastructure to manage a complex investment portfolio in increasingly multifaceted capital market environments. Actively manage the investment portfolio within appropriate risk management guidelines by establishing and executing sound investment strategies. Continuously identify and rigorously evaluate new asset classes and/or investment approaches for discussion by and approval of the Investment Committee. Oversee the allocation and rebalancing of funds among asset classes and managers to implement and comply with investment policy guidelines. Oversee the identification, screening and selection of potential managers, the monitoring of existing managers, and termination of managers when appropriate. Optimize the investment performance of the Institute's endowment, life income and other assets. Provide leadership as head of Caltech's Investment Office, ensuring that the Institute has in place a team of top investment professionals, and an effective organizational structure that facilitates the identification of new investment opportunities and helps generate consistently outstanding investment results compared with other university endowments. Organize and take a leading role in Investment Committee meetings together with the Chair of the Committee, and prepare all related meeting materials and white papers to productively engage Investment Committee members. Identify and recommend top ranking investment professionals to serve as non-trustee advisory members of the Investment Committee. Proactively tap into the investment and other expertise of members of Investment Committee, incorporating this input into manager identification and selection, and asset allocation policy and targets. Oversee investment operations and administration activities, including but not limited to, custodial and performance measurement functions. Work closely with the Vice President and Chief Operating Officer and the Chief Financial Officer and Treasurer. Provide support for special projects, including but not limited to, participation on search committees and drafting documents for the President or Chair of the Investment Committee. Serve as a member of the Institute Administrative Council. Except in matters related to the establishment of investment policy or investment strategy, exercise all powers vested in the Investment Committee with regard to the Institute's investments, with prior approvals as designated by the Investment Committee. Basic Qualifications Undergraduate degree required. 10 years of successful investment management experience. Proven skills to be an outstanding leader of an organization entrusted with oversight and investment of significant assets. Rigorous ethical standards. Strong ability to manage and a demonstrable track record of achieving exceptional investment results. Ability to grasp and articulate Caltech's investment philosophy and, working with the President and Chair of the Investment Committee, to set strategy based on this philosophy. Positive and high impact management of a large, complex and diverse endowment and life income program. Ability to serve as a member of, and strategic advisor to, senior management teams with a record of collaboration across an organization. Ability to act quickly to implement critical investment decisions, while achieving the appropriate level of due diligence. A keen intellect and the sophistication to interact effectively with all segments of the Caltech community. Strong team-building ability and the ability to champion change effectively. Skills to identify, attract, and lead top talent. Accomplishment and integrity that will command the respect of the Investment Office staff, investment community, colleagues and the broader Caltech community including trustees, faculty, staff, and donors. Comfort with, and enthusiasm for, duties and responsibilities of a key leadership role; a great capacity for listening, thinking, imagining, and achieving; ease in communicating and interacting with people at all levels.
