Médecins du Monde Luxembourg (MdM) is an association that provides healthcare to the most vulnerable and excluded populations in Luxembourg and participates in international emergency missions. As an international solidarity organization, Médecins du Monde advocates for access to healthcare, human rights, and human dignity, and seeks sustainable improvements in health policies for all.


The Primary and Secondary Care Program Officer and Prevention Project Lead is primarily responsible for field coordination. Under the authority of the Program Director, they ensure the effective operation of medical and social access activities at Médecins du Monde's Reception, Care, and Orientation Centers (CASO) in Bonnevoie and Esch-sur-Alzette.

For secondary care, the officer will organize and ensure the proper functioning of dental care programs at the CHL. They will also support the effective coordination of Médecins du Monde Luxembourg's volunteer teams, particularly for individuals living in severe poverty without social protection.

TASKS AND RESPONSIBILITIES

In coordination with the procedures established by the Program Director, the Program Officer for Primary and Secondary Care is responsible for the following tasks:

Primary and Secondary Care Activities

  • Plan, implement, and monitor activities in both their technical and partnership aspects.
  • Coordinate certain access services for primary health care.
  • Oversee the technical and logistical management related to the dental program developed at CHL (e.g., preparation of materials, disinfection, coordination of services).

Coordination and Support

  • Support multidisciplinary volunteer teams involved in various primary care activities by providing training (procedures, Electronic Health Records, etc.).
  • Assist in the development of monthly schedules for primary and secondary care activities.
  • Ensure proper use of the Electronic Health Record (EHR) in the field while respecting data protection regulations.
  • Develop new tools to improve access to care quality (particularly in CASO) and monitor indicators and reporting.
  • Foster and manage network collaboration with the Program Directorate.

Prevention

  • Support the management of awareness and prevention programs (vaccination campaigns, public health risk prevention, mental health, etc.).
  • Develop and update informational leaflets.

  • Nursing diploma or higher education degree in social or public health sectors
  • Experience in project management
  • Experience in team work and public health project management is an advantage
  • Experience with marginalized populations is a plus
  • Proficiency in two of the country's three official languages; English is an asset
  • Proficiency in Microsoft Office Suite (Word, Excel, and Outlook)
  • Availability for evening work
  • Valid driver's license (Category B) is required

Permanent contract / 0.50 Full-Time Equivalent (with potential to increase to 1 Full-Time) / C5 career level under the CCT-SAS
